Tynchenko Yar. Special register of former officers and
«former whites» by the Cheka–OGPU
on the territory of Ukraine, 1919–1931
The article’s goal is to examine the process of adding to and deleting from a
special register individuals who were originally considered «former
whites,» such as generals, officers, government officials, participants in
the resistance movement against Soviet control, and others. These acts
allowed the Cheka–OGPU entities to keep an eye on and manage this
group of USSR citizens who posed a threat to the Soviet authorities. If
needed, they were also able to implement severe repressive measures.
The methodology is founded on the ideas of historicism, scientificity, and in-
depth archival source investigation. Problematic, chronological, compara-
tive, search, and genealogical methodologies were used in the research.
Conclusions. The Cheka–OGPU were able to compile a vast database of former
generals, officers, government officials, and other groups of persons who
were collectively referred to as «former whites» between 1919 and 1924.
About half of the 50,900 «former whites» who were officially registered
on USSR territory as of September 1, 1924, resided in Soviet Ukraine.
Almost all of these individuals were taken off the special register between
1925 and 1927. Simultaneously with this operation, a recounting of
«former whites» occurred; the OGPU provided additional information and
clarification on their personal histories as well as removed deceased
people off the lists. When the OGPU initiated punitive and repressive
measures in various cases in 1929–1930, they made full use of the data
gathered in 1925–1927. Specifically, during the fabrication of the
«Spring» military officer case, which is considered to be counter-
revolutionary. The «Book of records of people who were on the personal
record of former white officers in the bodies of the OGPU of Ukraine» was
published in the spring of 1931 as a consequence of the operation
regarding this matter by the bodies of the GPU of the Ukrainian SSR. This
