Food exports to Russia during the food and tax campaigns of 1921–1922 and their impact on the emergence of famine in the Ukrainian SSR

The aim is to study the problem of the export of Ukrainian grain from the 1921 harvest to Soviet Russia and its impact on the emergence and intensification of mass starvation in the southern regions of the Ukrainian SSR in 1921–1923. The research methodology is based on the principles of historicism, objectivity, scientific rigour and comprehensiveness. To achieve this goal, problem-chronological, comparative-historical, logical-analytical and descriptive methods were used. Conclusions. Occupied by Soviet Russia at the end of 1920, Ukraine was viewed by the Russian communist regime, among other things, as an important agricultural and raw materials appendage – a source of unlimited food resources. First and foremost, Ukrainian grain was used to cover shortages in supplies to Russian industry and key consumers, who were the social backbone of the Bolshevik dictatorship. At the same time, Ukrainian grain was to be used to save starving Russian regions, mainly the Volga region, and to supply the occupying Red Army. The latter could be used at any moment for another revolutionary campaign in Europe, should the appropriate socio-political conditions arise. The repressive confiscation of food rations in the autumn of 1920 and summer of 1921 caused the impoverishment of a significant part of Ukrainian farmers. It was particularly noticeable in the southern provinces of the Ukrainian SSR, where the Bolshevik food authorities and Red Army soldiers carried out the largest seizures of grain. This was mainly due to the high grain yields in these regions and the activity of anti-Bolshevik rebel groups, which had significant social and material support there. As a result, when the crop failed in southern Ukraine in the summer of 1921, the local peasants had no transitional reserves or grain stocks that could save them from starvation. The Communist Party and Soviet leaders were well aware of the scale of the crop failure and the growing food crisis in Soviet Ukraine. However, no preventive measures were taken to avert the disaster. Instead, the Kremlin and its henchmen in Kharkiv chose to increase food tax pressure, using terror and military force, especially in those counties and districts that were most affected by the insurgency. A policy of information blockade was pursued, with the authorities and the press focusing their attention on events in the Volga region and ignoring the famine in Ukraine. Instead of redirecting grain resources from the fertile Ukrainian provinces to the regions affected by crop failure, which would have curbed the spread of famine and even prevented it from occurring, the communist regime sent tens of millions of poods to Soviet Russia. The largest share of food collected in Ukraine for the starving was also transferred to the northern neighbour. These processes reached their peak in the autumn of 1921 and winter of 1922 (at the height of the food tax campaign) and were one of the key unnatural (artificial) factors in the emergence and deepening of mass starvation in the steppe regions of the Ukrainian SSR.

Keywords: famine of 1921–1922, food exports, food requisitioning, food tax.

Serving sentences in correctional labour camps of the NKVD's GUTAB for crimes of cannibalism and corpse eating committed in 1933 (based on materials from the criminal cases of the Main State Archive of the Ministry of Internal Affairs)

The purpose of the article is to provide a comprehensive study of the fate of those convicted of corpse eating and cannibalism during the Holodomor; to describe the conditions of detention and labour in the NKVD camps; and to highlight the process of reviewing the sentences. The research methodology is based on the principles of objectivity, historicism and comprehensiveness. Problem-chronological, retrospective, specific-search and statistical methods were used. Conclusions. Documents from the Sectoral State Archives of the Ministry of Internal Affairs made it possible to reconstruct the further fate of those convicted of cannibalism during the Holodomor. Initially, a significant part of the prisoners, grouped together based on the nature of their crimes, served their sentences in the Solovetsky camps. Over time, most of them were transferred to the Shveyprom factory in the Belomor-Baltic camp. The rest of those convicted of cannibalism were sent to other places of imprisonment involved in large Soviet construction projects, in particular the Baikal-Amur and Norilsk camps. In the camps, they were kept in the same conditions as other prisoners. However, given their exhausted state, they were assigned to less physically demanding work. Even in such conditions, the vast majority of prisoners demonstrated high working capacity, quickly mastered various skills, took a responsible attitude towards their tasks, and maintained order in their daily lives and work. The first cases of review of sentences were documented after half of the prison term had been served, starting in 1936 for those sentenced to 5 years and in 1938 for those sentenced to 10 years. Of the total number of cases, only a small number of cases were reviewed. Currently, there are only a few criminal cases in which the convicts' appeals were granted and their prison terms were reduced. Prisoners whose sentences were not reviewed before 22 June 1941 lost this opportunity. While in the camps, those convicted of cannibalism continued to suffer severely from psychological trauma caused by their actions during the Holodomor. At the same time, they tried to show concern for their relatives in the Ukrainian SSR by sending them part of their earnings. In their petitions for review of their sentences, they expressed their desire to return home to care for their children. There are known cases of individuals convicted of cannibalism returning home after serving their sentences.

“Silent terror” against “former people” in the mid-1930s

Objective. To reconstruct the events related to the repressive measures of the communist regime against ‘former people’ who lived in the republic during the period 1934–1936 based on archival and newspaper sources. Methodology is founded on the principles of scientific rigour, historicism, and comprehensive analysis of archival sources. The research employed biographical, problem-chronological, specific-search, historical-genetic, and linear-chronological methods. Conclusions. The Kirov assassination was the reason for the repressive measures taken in the mid-1930s in the republic against “former people”. At the same time, the repressions of this period went far beyond the arrests of so-called “White Guard terrorists”. In the Ukrainian SSR, on 13–15 December 1934, well-known Ukrainian writers and cultural figures were sentenced to death and imprisonment. State security officers conducted a large-scale check of the records of former officers and imperial officials, as well as ordinary participants in the armed struggle against Soviet power. A significant number of them were arrested. In particular, such a mass special operation took place in Kyiv on the night of 5 to 6 April and in Odesa on the night of 14 to 15 April 1935. During the arrests and searches, weapons, awards, documents, photographs and pre-revolutionary literature were seized. The materials found were interpreted by the investigating authorities as evidence of their owners' participation in anti-Soviet activities. A significant number of those arrested were subsequently sentenced to prison terms or deported to other regions of the USSR. A thorough check of ‘former people’ was also carried out by the communist regime in 1936, in particular, persons who were on social security due to their age. The ‘former people’ were finally exterminated during mass operations during the Great Terror of 1937–1938.

Keywords: repression, ‘former people,’ Great Terror, murder of S. Kirov, White Guards, officers.

Resettlement of "enemy elements" from Horodok district of Vinnytsia region (end of December 1935 - beginning of January 1936)

The purpose of the study is to highlight the preparation and implementation of the resettlement of individual families of Polish origin from the border strip, in particular, from the Horodoks district of the Vinnytsia region to the Starobil district of the Donetsk region, as a component of the repressive policy of the authorities in the mid-1930s.Research methodology and methods. The research is based on the principles of objectivity, historicism and comprehensiveness. Problem-chronological, comparative-historical, historical-genetic and source-scientific methods of analysis are applied.Conclusions. The need to resettle part of the population from the Horodoks district of the Vinnytsia region was explained by the need to clear the border strip of "enemy smuggling and espionage elements" that could maintain ties with Poland. After all, the totalitarian government considered representatives of any national minorities to be a "fifth column" and regarded them as potentially dangerous elements. And, therefore, resettlement and deportations were used as one of the elements of the fight against the "unfavorable" contingent. The resettlement took place according to the already clearly worked out mechanism and on the basis of the previously adopted resolution of the Central Committee of the CP(b)U "On Resettlement from the Border Areas" of December 20, 1934. No additional regulatory documents were required for another wave of repressive measures, such as this resettlement was.The date of the start of the operation was set for December 27, 1935, and its completion - January 13, 1936. Preparation and resettlement itself were divided into 3 stages: 1) Secret preparatory work; 2) Announcement of resettlement, holding meetings, outreach work and preparation for shipment; 3) Sending goods and people to the station and loading them into wagons.Farms from 11 villages were subject to resettlement: Naftulivka, Nemyryntsi, Geletentsi, Varovtsi, Zhukovtsi, Markhlivka, Felshtyn, Zhyshchyntsi, Balakyra, Ludvipol and Horodok. A total of 250 households (with property, food and livestock) with a total population of 1,089 people. They were resettled in the Starobil district of the Donetsk region. Considering the fact that the Donetsk region was still an industrial region with poorly developed agriculture, the newly resettled people faced the task of creating and developing collective farms. Unfortunately, the document does not contain any mention of the total number of people who reached their destination, their accommodation and accommodation in the new place.

Keywords: resettlement, repression, national minorities, Horodok district, Vinnytsia region, Starobil district, Donetsk region.

The Red Army and special departments of state security bodies: counterespionage and protection of military secrets in 1918–1925

The aim is to study the historical aspects of the development of military counterintelligence and its relationship with the Red Army in the early years of Soviet power, based on archival and published documents. The main focus will be on countering espionage and measures aimed at protecting military secrets. The research methodology is based on the principles of objectivity, positivism, systematicity, dialectics, and historicism. Problem-chronological, historical-comparative, historical-legal, and other methods were used.Conclusions. In the fight against external threats to the security of the army and navy, counterintelligence and security measures play a central role, making it difficult for enemy intelligence services to obtain classified information. It has been established that specific departments and divisions of the Bolshevik state security agencies were responsible for counterintelligence and secrecy in military formations. The main task of the special departments was to identify spies in military units. The counterintelligence system of the special departments sought to keep pace with the intelligence activities of foreign special services and was constantly evolving and improving. It has been proven that during the formation of the Soviet system of protecting classified information, neither the military nor the security services had yet developed a normative definition of such concepts as ‘espionage’ and ‘secret,’ and therefore interpreted them arbitrarily. Spies of various kinds were often not associated with secret information, but were defined by their ‘revolutionary consciousness.’ The Soviet regime of secrecy was formed under the conditions of a military-mobilisation model of economic development and a totalitarian political regime, gradually becoming the mainstay of the Soviet state in the conduct of its domestic and foreign policy.

The Berlin mission of Chekist V. Dolganov: methods of neutralising the activities of Ukrainian emigrants

The aim of the article. Based on archival criminal cases and publications to trace the work of the Soviet foreign intelligence service and diplomatic mission in Berlin in countering the activities of Ukrainian political émigrés, involving Vladimir Dolganov and Katerina Rauch-Dolganova, employees of the USSR's plenipotentiary mission in Germany. Methodology and methods. Using a prosopographic approach, the authors reveal the life paths of foreign intelligence officers and the methods of operational work of the communist regime's foreign intelligence services. The study uses both general scientific and special historical methods of scientific research, in particular biographical, historical-genetic, and linear-chronological methods. Conclusions. The tragic fate of the Dolghanovs was linked to their work for the foreign intelligence service of the communist regime. Efforts by legal and illegal agents of the foreign department of the OGPU of the USSR, as well as Soviet diplomacy, to persuade influential political figures of the Ukrainian emigration to return to the USSR (M. Porsh, O. Udovychenko, and others), infiltrate Ukrainian paramilitary groups led by E. Konovalets, and create effective pro-Soviet organisations and ‘Zminivich’ publications in Berlin were unsuccessful. The leadership of the USSR's foreign intelligence service began replacing personnel, hoping that their successors would be able to find a way to deal with Ukrainian emigration. The ‘losers’ were punished. First, they were deprived of the opportunity to work in operational positions, and later they were eliminated. Vladimir Dolganov and his wife Katerina Rauch-Dolganova were held responsible for the ‘Berlin fiasco.’ This conclusion is indirectly confirmed by the fact that the failed mission in Berlin became the main point of accusation.

In the Footsteps of the Criminal Case 'Union for the Liberation of Ukraine': The Life Paths of Ukrainian Educators B. Horokhovatskyi and Ye. Kremianska

The aim. Based on archival criminal cases and published sources, the aim is to investigate the fates of educators Borys Horokhovatskyi and Yevheniya Kremianska, who were convicted in the context of the criminal case "Union for the Liberation of Ukraine. Methodology and research methods are grounded in the principles of historicism, objectivity, scientific rigor, and systematic approach. The study employs problem-chronological, comparative-historical, and descriptive methods. Conclusions. Throughout the 1920s and 1930s, the communist regime attempted to destroy the Ukrainian intelligentsia as the bearer of the idea of Ukrainian statehood. From the early 1920s, the Bolshevik secret services attempted to create agent networks in cultural, educational and scientific centres, which they considered to be the source of the ‘Ukrainian petty-bourgeois counter-revolution’. Particular attention was paid to the All-Ukrainian Academy of Sciences, whose members, among others, became figures in the criminal case "Union for the Liberation of Ukraine" fabricated by the communist regime. The public trial in Kharkiv in 1930 was only the tip of the iceberg of repression against the Ukrainian intelligentsia in the late 1920s and early 1930s. In addition to the 45 individuals tried in court, the GPU (State Political Directorate) added hundreds more representatives of the Ukrainian intelligentsia to the so-called “counterrevolutionary organization.” Among them were educators Borys Horokhovatskyi and Yevheniya Kremianska. They were arrested and sentenced to imprisonment in forced labor camps, and later sent into long-term exile due to their Ukrainian vision for the future development of Soviet Ukraine. The communist regime vehemently opposed the national essence of the Soviet republics, viewing it as an obstacle to the formation of a new community of ‘Soviet people’.
